The 8th Infrastructure and Sub-Sovereign Finance in Mexico Summit was organized on September 24-25 in Guanajuato, Mexico. It brought state and municipal government officials together with investors, financiers, project-sponsors, concessionaries and operators for two days of informative presentations, private 1-1 meetings and practical workshops. Through its partnership with BANOBRAS, the Summit convened some of the most influential figures in infrastructure and sub-sovereign finance in Mexico.
The first day was opened by Mr. Abraham Zamora, Director General, Banobras and was followed by the Governor’s address by Mr. Miguel Márquez Márquez, Governor, State of Guanajuato. Mr. Zamora’s address talked upon the national infrastructure plan and how the government is encouraging new financing vehicles in order to allow private investors to participate in various projects. Mr. Zamora also invited states and municipalities, commercial banks and private investors to explore Banobras as a "strategic ally” for funding of infrastructure projects. Mr. Miguel Márquez Márquez, Governor, State of Guanajuato outlined the infrastructure projects the state is undertaking and encouraged private participation to collaborate on some of the key projects.
The first day witnessed a comprehensive discussion around some of the most important topics such as strategies for sub-sovereign project finance amidst tightening federal transfers and regulatory changes, water management, managing current expenses under the fiscal discipline reforms, transportation infrastructure, urban development and innovation in infrastructure finance.
The second day of the event was opened by a special address by Mr. Fausto Membrillo Hernández, Subdirector de Finanzas, Comisión Federal de Electricidad (CFE). Mr. Fausto talked about CFE’s ambitious tender campaign and the recently announced and highly innovative energy CCD structures sketching the outlook for Mexico’s project financing landscape. Mr. Fausto’s address formed the backbone for the panels to follow on energy investment focusing on project pipeline and strategies for structuring a bankable project as well as panel focused on investments in renewable energy. Other topics of discussion on day two were unsolicited proposals as an option for developing infrastructure projects under the APP structure and making the APP structure work in a post- fiscal reform environment.
